Lucille Frank was the youngest child of the ten Tingo and Amanda Frank children. She was born in Arbeka Town in Seminole County, Oklahoma. Her parents were full-blood Creek Indians.

Lucille married Alfred LeClaire and they lived in Bristow, Oklahoma. They were the parents of two daughters.

A plesant, hard working, mild mannered woman, Lucille had a smile for everyone she met. When questioned by the younger generation about her Indian heritage, she loved to tell stories about the Indian traditions, the customs and their way of life. She told of the hardships indured along the way; she spoke both of the good times and the bad times that she shared with her family. Lucille was both entertaining and informative to all who listened.
