Cecil was born May 25, 1920 in Locust Grove, OK to Francis and Iva (Hudson) Kern. He died September 7, 2009 in Pryor, OK. Cecil grew up in the Locust Grove area. He served in the Army from 1942-1945 in Northern Europe.
